Analysis Of Accessibility Of Public Servics In Irbid

Abstract


The accessibility of public facilities to the user-population is one critical determinant of the effective demand for such facilities. Irbid was divided into 17 zones in order to examine the accessibility by zone of the public facilities ; and zones which are completely , partly served and completely unserved are identified. The accessibility by zone of the educational, health, postal, mosques, public barks, fire stations, police station, libraries and barking in Irbid are analyzed. Also, accessibility of public transport is analyzed.
A descriptive rather than a quantitative measure is used in the analysis. The locations of each facility over the city are assigned and located separately on a map. The maximum covering distance of each facility is known, and a of the maximum walking distance is drawn around each facility representing the coverage area for that facility. The public transport network is drawn with the covering distance on both sides of the transport route.
There are a number of zones over - served by most of the facilities. These are the central zone. There are other zones partially served around the center of the city. Also, there are zones which are completely unserved at the edges of the city. The public transport network compensates for the majority of the deficiencies in accessibility over the zones; but still there are certain areas not covered by the public transport network. The analysis show that the zones with higher socioeconomic level are fairly served and on the contrary the lower level zones are partially served. Thus, it can be concluded that the availability of good services tend to vary inversely with the need of population served. The paper shows that there is a deficiency in distributing public services. Many of the studied services are able to serve the whole city with the same present number if they were distributed properly, or if the planning of the public transport network was based on an analysis of accessibility. The research presents a methodology for service, and public transport planning which is on need rather on an equilibrium of demand and supply.
